From tag is bright.

Ditto other comments as far as cuteness goes. The sweet pose and happy expression helps. Nicely cel shaded. Three tones and I like the shines in the eyes[which adds to the cute aspect]. The usage of lightning is pretty nifty as they are surrounding the Raichu too. Those jagged lines as the backdrop thunderbolt convey this well.
Colors are harmonious with the plus of not being over saturated. Like the linework use of flicks incorporated into to the fur to show some depth. Actually I also like the fitting use of brown for the line-art.

What I may crit is maybe add some lightning sparks[streaks] in the front. Just for a bit more depth if warranted. Still minor is the possibility of some yellow glows for extra effect. Example vignette1.wikia.nocookie.net/p…
